 1. Access to Information and Press Freedom:

   * Public access to information will be ensured.

   * Press freedom will be promoted to enhance transparency.

   * Personal privacy and freedom rights will be protected.

 

2. ICT Innovation and Digital Literacy:

   * Research and innovation in new technologies will be prioritized.

   * The "Digital Nepal Framework 2.0" will be drafted.

   * Rs. 740 million is allocated for digital infrastructure.

 

3. Data Centers with Private Sector:

   * Partnerships with private companies for data centers.

   * IT park in Kathmandu and feasibility studies for a new data center.

 

4. Improving Data Systems:

   * Upgrades to integrated data management and disaster recovery centers.

 

5. Cloud and Satellite:

   * Cloud storage will be improved.

   * Preparations to place a Nepali satellite in orbit.

 

6. ICT Industry Ecosystem:

   * Policies to promote IT service exports and a supportive ecosystem.

 

7. AI Development:

   * An AI Center will be set up with private sector collaboration.

 

8. Film Production Support:

   * Studios for films showcasing Nepal’s culture will be encouraged.

 

9. Telecommunication Improvements:

   * Restructuring Nepal Telecommunications Authority.

   * Nationwide broadband expansion and 5G rollout in key cities.

   * IMEI registration for mobile devices to prevent illegal imports.

 

10. Standardizing Public IT Infrastructure:

    * Consistent IT hardware/software in public offices.

    * Use of locally developed software encouraged.

 

11. NTV and Broadcasting:

    * NTV World and PSB Digital to expand globally.

    * Regulations for OTT services and dignified advertising standards.

 

12. Social Media and Cybersecurity:

    * Social media will be regulated.

    * Cybersecurity risks will be monitored, and advisories issued.

 

13. Postal Services and Secure Printing:

    * Modernizing post offices to support e-commerce.

    * Security printing center operations to begin.

 

Total Budget for Ministry: Rs. 7.72 billion.
