President Ramchandra Paudel has officially presented the Government of Nepal’s Policies and Programs for the fiscal year 2082/83 during a joint session of the House of Representatives and the National Assembly held at the Federal Parliament Building in Baneshwor.

Key Highlights of the Government's Policy Direction:


Boosting Employment Through Entrepreneurship

The government has committed to expanding domestic employment opportunities by promoting entrepreneurship. A dedicated startup program focusing on Generation-Z will be introduced, aiming to integrate innovative business plans with a supportive startup ecosystem.


Universal Health Coverage Through Insurance

All government assistance and subsidy-related health services will now be integrated under the National Health Insurance System to ensure inclusive and equitable healthcare.


Upgrading Sports Infrastructure

·         The cricket stadium at Tribhuvan University will be upgraded to meet international standards.

·         Athletes who win international medals and their children will receive government-funded scholarships.

Additionally, legal reforms will be introduced to enable the federal, provincial, and local governments—along with private sector participation—in constructing sports infrastructure. Corporate Social Responsibility (CSR) initiatives will also be aligned with sports development.


Transforming School Education

Improving the quality of education in public/community schools remains a key priority. The government will focus on embedding technical and vocational education within the school curriculum.

Education Sector Initiatives Include:

1.      Reforms and Legal Amendments: Institutional, legal, and policy-level reforms will be introduced. A proposed bill to revise and unify school education laws is set to pass this session.

2.      Universal Basic Education by 2084: Every child will have access to basic education by the year 2084.

3.      Revamping the President’s Educational Reform Programme: The existing initiative will be upgraded to the National Educational Reform Programme.

4.      Modern and Research-Oriented Education: The education system will shift focus towards modern science, technology, and research.

5.      Pathways to Higher Education: Students will be guided into technical, vocational, or university education based on their academic performance. Technical education will be expanded to the university level.

6.      Institutional-Community School Partnerships: Institutional schools will partner with community schools to uplift education quality and ensure curricular consistency across both systems.

7.      Teacher Training and E-Learning: Modern teaching methods, virtual learning tools, student counseling systems, interactive digital platforms, and mentoring will be prioritized.

8.      Internships in Public Service: Bachelor’s and higher-level students will be engaged in research institutions and internships across all levels of government.

9.      Work-Study Policy: A policy ensuring at least 20 hours of paid work per week for students will be introduced. Residential schools will be established in remote regions.

10.  Private School Regulation & Teacher Development: National standards for private schools will be set, teacher positions reviewed, a teacher bank created in collaboration with universities, and provincial governments will gradually take over responsibilities such as textbooks and school meals.

11.  Research-Based Higher Education: University governance will be improved, and higher education will be made research-centric.

12.  Standardization and Assessment: National educational standards will be created. Student achievement assessments will occur at the local, provincial, and national levels.

13.  Performance-Based University Funding: Grants to universities will be allocated based on student numbers, quality indicators, and institutional sustainability.

14.  Strengthening Community Campuses: Teaching standards, career development, and promotions in community campuses will align with national university benchmarks.

15.  Public-Private Research Collaboration: A collaborative environment among public, private, and educational sectors will foster scientific research and technological development.

16.  Advancing Cybersecurity and Digital Development: Cybersecurity, data protection, and app development will be promoted through coordinated efforts.

17.  Preserving Traditional Knowledge: Intellectual property, innovation, and research will be linked with indigenous skills and community-based knowledge systems.

18.  Building Scientific Workforce: Development of research and skilled professionals will be institutionalized in partnership with federal, provincial, and local bodies, and private academic institutions.

19.  Radiation Safety Oversight: Activities involving radioactive sources will be strictly monitored for safety.


This policy framework aims to build a more inclusive, innovative, and employment-oriented nation by focusing on youth entrepreneurship, universal education, health access, sports development, and technology integration.
